Once or more often a day my connection to the internet is messed up by
somebody calling to offer some unsolicited sales pitch. This is in
spite of the fact that I have no call waiting, and if I call the tel.
number connected to the internet I get a busy signal. Why don't these
pests of spam telephone callers encounter a busy signal too? Does
anybody know how I can stop this?

Your post doesn't make sense.

May be your ISP is dropping your connection once in a while and then
coincidentely telemarketers are calling around at the same time. May
be your lines are crossed with somebody elses. Try adding *70 to the
ISP number you're calling, just in case.

There are indeed codes for telephone emergency breakthroughs, but
those codes only get used for telephone contests and such.

Do those pests of telemarketes use abusively acquired  telephone
emergency breakthroughs, and if so to whom can I complain?
