What is the cheapest way to obtain 500 exclusive proxies on an ongoing basis?
 
By exclusive proxies I mean that no one else is using the proxies.

The proxy IPs do not need to change, they can be static.  We just need
500 unique IPs.

I assume this sort of service would be billed by means of a monthly fee.

A successful answer will give us the contact details or website of a
company that can provide this service for less than $2000 US per
month.  Other solutions that provide a different sort of workable
method for less than $2000 US per month will also work.

We can use HTTPS, SOCKS4 and SOCKS5 proxies.

With a budget of $24K per year (or $4/month/user), would an enterprise
level proxy server be viable option for you? Initial costs would
likely be greater than $2,000, but yearly expenditures (including
administration or outsourced administration) would likely be
considerably less than $24,000.

I've put some inquires out on services, but will likely not hear back
until after the weekend. Rates are not typically discounted on the
websites of proxy services, but are discounted through policies most
suppliers have for volume users.

Two services advertise $3.99/month per user, but are unclear if these
rates apply to individual, exclusive proxies, rather than proxies
available to all users of a service. I have inquired, and await reply.

In the meantime, I'll look into enterprise proxy servers, if you're
ammenable to that type of solution.

I'll need to bow out of this one. I haven't been able to find a
outsourced service that meets your criteria, within your price range.
Hopefully, another researcher will have better success.
