You'll see from perusing these links that there is a wide variety of
apartments to let, most going for 500 to 800 pounds a month. With such
a large number of property searches available in the region, I suspect
you'll turn up some multiple listings.
As for middleman fees, in a few cases it's the landlord who pays the
letting agent a commission in exchange for advertising his property,
so it costs you little or nothing to use the listing service. Once
you've found some listings that appeal to you, the letting agent will
put you in touch with the landlord. In most cases, however, the entire
process of securing the apartment and signing the lease is managed by
the agent.
Let me also point out a pair of national UK websites that let you
search for properties to let, in an area of your choosing, that are
represented by many different agents.

As for newspapers, there is a consolidated listing service for all
Reading-area newspapers, including the Reading Evening Post.

You'll find that when a standalone apartment is for let, the listing
is inevitably represented by an agent, who is quite likely to charge
you fees for a credit check and to draw up the lease. This is not the
system with which I'm familiar in North America, where landlords
represent themselves when they place ads in the newspaper. It appears
that the English simply have different legal and cultural standards.
Your best bet if you're on a modest budget and you don't want to speak
to an agent at all is to search on getReading for monthly rentals in
Reading between 300 and 800 pounds, leaving the other search criteria
at "No Preference". The search results will then contain many listings
where an owner is looking to rent out one or more rooms in his house
or apartment. In such cases, you will be negotiating directly with the
landlord.
