We are doing a business plan for a company which has some novel ideas
related to construction of drilling rigs (or more precisely drilling
packages in the lingo of the business).
In order to assess this market opportunity we would like to have some
firm statistics on the level of newbuilt activity in the period 1997
-2003 (i.e how many newbuilt offshore drilling rigs have been
contracted for in each of the years during the period). The statistics
should include all offshore structures which has drilling rigs ie,
semisubmersibles, jackups, drillships and fixed installations with
drilling packages.

This data source do not quite hit the target, I'm afraid.
I'm looking for data on the number of drilling packages which have
been produced/contracted for.
The data in the link gives a dollar amount for the total market. Also,
it does not distinguish between investment in "drilling the wells" and
investment in the equipment to drill the wells.

Getting closer, but not quite there yet.
One source is quoting drilling rig activity (ie how many are occupied)
whereas I'm interested in the number of newbuilds during the given
period.
The other source gives data on drilling activity. While this is
interesting data it is not really what I'm looking for since this
refers to the number of wells that are drilled (to use an analogue
from the car industry, I'm not really interested in the number of cars
being produced or the activity level of the existing car factories.
What I'm looking for is the number of new car factories being built
during the last 5 years)
