We live in a neighbourhood in North San Diego.  Like most
neighbourhoods here, the area is undergoing a change, becoming more
expensive and new houses are being built.  We own one of those new
houses.  In the cul de sac next door, however, are several absentee
landlord owned buildings occupied by largely hispanic tenants, whom we
get along with very well.  We have lived here for nearly 18 months. 
In the last few months, however, we have noticed the number of tenants
occupying the buildings has increased, and so has the noise, public
drunkeness and drug dealing.  The police are here nearly every night,
and it appears they almost always arrrest someone.
My question is, what do you think we can do about it?  We do not want
to make our names public, for fear of retribution.  We are prepared to
hire an attorney, if necessary.  Can we compel the building owners to
hire security guards? The result we would like to see, frankly, is for
the building owners to sell the properties to developers and see
houses like ours in their place.  I know that sounds self interested,
and ignores the interests of lower income residents, but the situation
is intolerable. Expect lots of follow up questions...
