We are considering constucting a petrochemical plant on Hainan Island in China.
To assist my feasibility study I wish to have information about the
costs of labour for such a project.  The labour rate should cover all
disciplines, such as but not limited to construction supervisors,
foremen, welders, mechanical fitters, electricians, instrument
fitters, etc. etc.  Their rate of production should be stated directly
and/or as a ratio against European and or US Gulf Coast.

Alternatively or in addition the rate could be stated as manhours per
metric ton or other applicable unit.
