I need a list of all counties (or a lot of counties) in the US, that
have online IRS tax lien filings. I DON'T  need a list of third
parties who sell this information. I want to be able to go online and
get this information personally, from the counties, regardless of
cost.
E.g. An Oklahoma county is available online:

Hello ab3810,

Your request for U.S. counties with online IRS tax lien filings is
quite an interesting challenge. Pending further clarification from
you, I have made a few assumptions in my answering of your question:
1) that you are referring to *federal* tax lien filings when you
mention the IRS  2) that you are interested in federal tax lien and
UCC (Uniform Commercial Code) filings since the example you gave was
for a UCC search.

While your search requested a list of US counties, I did want to
mention that the majority of all UCC's are centrally filed at the
state level (the Secretary of State office in most US states). This
practice began in July 2001 (with the exception of 4 states which have
slightly different dates) when Revised Article 9 of the Uniform
Commercial Code took effect. Revised Article 9 eliminated dual filing,
which had existed in about 20% of the states. The only exception is
collateral that is fixtures, timber or mineral receivables, which
continues to be filed in the office where a mortgage is filed at the
county/local level (many New England states file at local/town level).
Therefore, there are not many counties with online searches of
liens/UCC filings due to the fact that most new filings are now
maintained at the state level.

I've done quite a bit of research on your question, with little
results. There are 3,066 counties in the United States, and without
going county-by-county through the individual websites, I haven't come
up with anything.

I have sent a note to the research department of the National
Association of Counties to see if they maintain such a list. They do
seem to keep track of innovative county programs (and it seems that
online self-service searches are still considered "innovative"). I'll
let you know if they get back to me with anything.

I did the State of Alabama for you. (Search time 35 minutes)

24 counties have websites. Of those 2 offer online searches of
property records and I don't know that either includes lien
information. From these links you'll have to make up a name and do a
search to see.

In addition to the heroic set of links compiled by inquisitive-ga, you
may want to also check out the many sites on the web that compile
links to public records.  For instance, by accessing:

and searching on "lien" (note the singular), I got a list of 88
records, largely from individual counties.  A few are perhaps
off-topic, such as the "Medical Liens" site from Benton County,
Arkansas, but most seem on target.

On a related note, you may want to ask IRS directly for a list of
liens that they've issued.  They don't usually give out tax lien info,
but since the very purpose of such liens is to create a public record
that a property is not free and clear, it seems the case could be made
to the IRS that they have a Freedom of Information obligation to make
the info available -- you might want to check with a good FOI lawyer
on this.
