We are a small firm working for non-profit issues and campaigns. We
are writing a pamphlet and need some quotations/proverbs/sayings that
would apply to what we are trying to convey.
For example: Necessity: Necessity is the mother of invention"---Then
for our purposes "but in this case the impetus of creativity"

The words and their usage are:

Relevant: as in the candidate's message in the TV ad was relevant to
the voter?s lives or the issue pertains to them.

I have gathered some quotations for you, and have created one of my own.

"One must be frank to be relevant."
  Author: Corazon Aquino

"Politics is the art of postponing decisions until they are no longer relevant."
  Author: Henri Queuille

"The people in power are the people who are constantly able to
discover new and relevant knowledge, which is really tied to the
capacity to learn."
  Author: Joseph Badaracco

"Increasingly in recent times we have come first to identify the
remedy that is most agreeable, most convenient, most in accord with
major pecuniary or political interest, the one that reflects our
available faculty for action; then we move from the remedy so
available or desired back to a cause to which that remedy is
relevant."
  Author: John Kenneth Galbraith

I located the quotes posted avobe by searching the ThinkExist database
of quotations, using the keyword "relevant."

This quote came from the BrainyQuote database:

"Success is relevant to coping with obstacles... but no problem is
ever solved by those, who, when they fail, look for someone to blame
instead of something to do."
  Author: Fred Waggoner

Here is an original quote of my own devising:

"Some politicians view public office with an attitude of reverence,
when what is really called for is relevance."

I hope this is helpful! Let me know if I can do anything further for you.

I don't quite understand what you're needing. Would you like quotes
about targeting messages to the proper audiences? How important is it
that the word "relevant" should appear in the quote?

Is this the kind of quote you're looking for?

"Is it relevant? Check that you have targeted the people who are in
the best position to understand and benefit from the information you
