I've found information on total expenses for drinking water
infrastructure for the US in terms of both capital expenses, and
operating and maintenance (O&M)expenses.

These are the categories traditionally used to document costs of
drinking water programs, and are somewhat different than the
categories in your question: "construction of new and repair of old
drinking water infrastructure".

In particular, the figures I have also include costs of running
current drinking water facilities, in addition to actual repair and
construction costs.

Would the capital expenses/O&M costs data meet your needs?

That would certianly be helpful but I am trying to get very specific
data about the two categories of-

how much money is being spent on new infrastructure?
How much money is being spent on maintaining and repairing existing
infrastructure including capital expense.

If you can't find those very specifically your response would be acceptable.
