Dear wonderfull-ga;

I?d like to go ahead and post my answer because I am now convinced
beyond a reasonable doubt that my answer is correct, however, I?d like
to amend it a bit from my earlier comment. I am now certain that
?Columbia? refers to CBS (Columbia Broadcasting System) rather than
Washington DC though it would probably be just as accurate either way:

The riddle: ?When Columbia did the last farewell to CINC 32 in 45, Art's mic was
there to bring it live.?, can be translated as:

?When CBS broadcast Franklin D. Roosevelt?s funeral in 1945, which
?Art? was broadcasting it ?Live? on the radio??

I reach my conclusion by searching for "What does cinc stand for" and
?acronym? ?CINC?

Once I established that it commonly meant COMMANDER IN CHIEF I
realized that the riddle was referring to the death (farewell) of a
President (CINC) in 1945 (45) and I searched accordingly.

I believe the answer is Arthur Godfrey. In April of 1945, Godfrey
reported President Franklin D. Roosevelt?s funeral over CBS.

CINC - COMMANDER IN CHIEF

32 - 1932, the year Roosevelt was elected President (CINC)

45 - 1945, the year Roosevelt died and Godfrey broadcast the funeral held in... 

"Columbia" - Washington DC

Let me know if this is correct.
