What are the proceedures for a 34-years old non-athletic person to
choose a career as a soccer refree under FIFA regulation?

What do you mean by "non athletic", do you mean that this person was
not a professional athlete, or that this person is not regularly
engaged in sports.

The way to start is as a Linesman.

Importantly, have you got the puff to run around non-stop for 90 minutes?

The ref has to run up, down and across the field, all the time.

He also should have good eyesight.

I'd go first to your countrie's Soccer Federation. FIFA itself doesn't
deals with referees. To get an international referee accreditation
from FIFA, your countrie's federation has to apply for it on your
behalf. Of course, in order to get it, you must be engaged regularly
in soccer games sanctioned by your countire's proffesional soccer
league.

I am putting it as a comment, because I don't think that a person who
is not regularly involved in sports could be a referee. As mentioned
earlier, a referee is supposed to run all along the match, being
exactly where most of the action is. If and when you could improve
your fitness to a level that would enable you to join a referee
course, it would be another question altogether.
