To make a budget, and what the advantages of that budget are.

In a small company each employee can submit a wish list. Top
management then writes the bugget wih occasional help from supervisors
and team leaders. Close adhereance to the budget is essetial to
prevent theft and buying products and sevices for personel use.
Increases need to be approved by top management except for minor cost
