"If prison is to be a Deterrent for muder, then no release ever, is
the only effective deterrent". Evaluate this statement by adressing
the issues of rehabilitation and life imprisonment.

Government rarely does anything correctly, so it is not surprising
that criminals are rarely rehabilitated. I do however believe that
even modest punishments are at least a slight deterrent.
 Clearly capital punishment does deter the killed person, and very
long sentences limit crimes to inside the prison for as long as the
criminal is confined, so that is a sort of deterrent.  Neil
