how could page rank go from 4 to 0

Are you speaking about google page rank ?
Can you specify the page address ?
Perhaps your site has been banned. There are many ways to be banned:

- the links on other sites pointing to your site disappeared
- html code is considered spamming, for example repeating words,
inserting bogus ALT, TITLE and QUERY PARAMETERS on links
- your pages use techniques like hiding text you added to increase ranking
- your site content have been cloned, google bans double sites
- your site contains illegal material
- your site is not reachable by the search engine spider so they think
your site has been deleted

Most all other links are ranked...just the home page is not ranked
submitawebsite.com has just started optimizing for me and then this happened/

Really crazy....I have three IEs(boo-z.coms) open two are zero and one
4?????? The same exact website....I have refreshed all 3 too???

if you get different results in different browser session is because
of "google dance".
Google uses many servers and when they are updating (the update
require days) people get different results by different servers. you
cannot know which server is replying to your questions, and giving you
the page rank, so each time you reload you don't know where the answer
come from. well you could but would be useless. the fact that
different servers give you different result means that when all
servers will be updated you will get a final unique result, I guess
Page Rank 0.
