I own a small software development / consulting firm in Los Angeles,
and I am currently looking to outsource some projects to a developer
in another country.

My question is where can I find out which countries are on the US
black list and which countries can I legally do business with?

In particular, Iran is the actual country this developer I am currently
talking to located, and would like to know if I am able to buy his
services.

I don't think there is any 'black list' of countries with which you
cannot do business with. http://www.elance.com would be a good
starting point to find out more developers offering services on
various types of projects.

"No black list"? I think loosenut is wrong. Several countries such as
Cuba and North Korea require considerable care in transfering advanced
technology from the USA to these countries.
 In my opinion, technology trasnsfer is probable when you outsource
software development and consulting to another country. Sorry, I don't
know which countries are officially on the list. I suspect other
countries are also restricted, but The USA government will be
reluctent to say which.  Neil

I have to agree with loosenut on this one. If our government has a
restricted list, then they'd better publish it if they expect us to
adhere. If the Iranian can provide the services you need, and you have
a proven method to pay them, then I would not hesitate to use them. I
regularly use a programmer in Turkey.

This is most definitely not a 'black list' but it will help with what
countries are the best to do business with.  It is a collection of
information regarding the corruption of countries as a whole.  Many
factors are considered and, as you know, the more you know about the
uncontrollable forces in any foreign market you will be doing business
in, the greater your chances of sucess.  Check out his website:

In the sofwtare industry, I am not think any country is black list for
the IT Solutions provider. Whole IT business DEPEND ON THE INTERNET
AND UNDERSTANDING OF EACH OTHER.
