I was trying to find the Url for a site that I bought some Pc Programs
through and the Numbers are 64.49.242.242 and it says that that May be
a false location in the properties fo my received message it that just
because the company is trying to keep people from hacking in to it or
is it a bogus site which is scaming or spoffing for credit card #'s

Are you asking if this site is a scam? That IP address does not point
to a valid web page so if that is where you bought your software then
it probably was a scam. There are many sites that advertise really
cheap software but they are usually scams. Do you remember the name of
the company?

it may be a spoof or a scam, but it also might be simply a product of
how the site is hosted and/or some sloppy administration and
registration practices.

in either case, the IP looks like it belongs to and isp/hosting
service organization. if if your interest in tracing this is because
you were ripped off, you might get some help there.  of course they
will at first say that any criminal use of their facilities or
services is not their responsibility, but reputable providers don't
want the aggravation or bad reputation that comes from hosting
criminals, liability or not.  with a bit of pressure (such as pointing
out their own violated terms-of-use!), they will often give up
information to you or to appropriate law enforcement officials.
