Even if you are willing to pay lots more than $2, I think you need to
narrow the scope of your question. Employment costs could be defined
as all expenditures other than materials, buildings, taxes and
equipment. Perhaps you are asking about the cost of recruting and
relocating new employees, but not the cost of training them?
 The nature of the business and it's size has some effect on the best statagies.
 You can out source employees such as consultants, engineering,
chemical analysis, lawyers, advertising, computers, record keeping,
and audit.  Extremely large companies often buy smaller companies, so
they can provide these kinds of employees in house. This statagy also
increases control of suppliers since the giant company owns some of
it's suppliers.   Neil
