I'm having difficulty finding a usb 2.0 pci card to install in a
compaq proliant 1600 windows nt server 4.0 computer.

The usb cards i see specify they support windows 98SE and newer
operating systems, and sometimes specifically mention windows 2000 and
windows xp. But they never explicitly mention windows NT.

Is windows NT considered newer than windows 98SE and, if so, am i
correct in assuming windows nt is supported?

Windows NT has absolutely no native support for USB. That said,
http://www.bsquare.com/products/usbwin40/default.asp has a product
that can offer some limited support for USB on NT. (no scanners or
cameras)
