I am an American, 17 years old, in Germany.  My sponsor works with the
U.S. government.  Are there any U.S. states that allow you to, as a
non-resident, complete a driver's application, and test overseas, just
have a military police officer or someone certify that you have
driving ability, and then send you a state license, all the while
living in Germany?

The question should be "What are" not "Are there" - I don't want to

I do need to do it through a state, Germany requires you to be 18 to
get a license, and you can't get a USAREUR license (U.S. license in
Germany) without a state license.  Do you know of any states that
don't require residency that I can test overseas and send my
application into?

Sorry, I meant Germany requires you to be 18 to get a *German license*
but you can be 17 and get a USAREUR license, but you need the US State
license first^

You shouldn't have to do it through a state. Most states require
residency anyway. For a Personally Owned Vehicle, there appear to be
ways and offices  in Germany to do this.

Your age should not be a problem:

a. The minimum age to apply for a U.S. Forces certificate of license
with a valid country drivers license is 17

I guess the question is whether you need a valid State-side license
before applying for the German one.
