I don't know much about this topic but I need at least 3 configuration
management software systems that will:

- cost not much more than $3500 for up to 15 users (different user types).
- run on Windows (clients & servers).
- natively support Borland Delphi 8 & Power Builder 8 for compiling, building, etc.
- handle checking-in/out, status/stage changes, migrating changes to
different environments.
- support multiple version levels (major, minor, etc).
- checked-in objects can be reviewed (changes highlighted) and accepted/rejected.
- support multiple object levels (project, module, file, etc).
- maintain original file (source) names.
- generate a unique build number for every released build.
- log actions, store versions and maintain an audit trail.
- maintain different user access levels/rights.

I have no problem if the above requirements can be met by some
tool/method/software other than a Change Mgt. SW.
