Thanks for your reply. I'm assuming that you're using Internet
Explorer 6 since you're using XP. I found the answer in the USPTO site
in the link below:

The plug-ins are basically free so you don't have to buy. From what I
read, "interneTIFF" offers other features in the full version but you
