Hire women.
Women on a national average make significantly (5-15%) less money than their
male counterparts.  They demand equal pay for equal work, but don't seem to 
be getting it.  So hireing women should do the trick.
  A side note,  some argue that women, being more socially active at work,

what more hostile durring stressfull times- are not as good workers as
