I would like to know if FERC has authorized online distribution of
natural gas rate case documentation and if so, are there are any
guidelines for creating an online rate case.

redman-ga,

The FERC site specifically says:

"The Commission does not accept comments or other documents on
proceedings via email..."

which may close off the "creating an online rate case" option you asked about.

As for other documentation, there's tons of it at the FERC site
(www.FERC.gov) but I'm not clear on which types of documents you have
in mind when you ask about "rate case documentation".

Can you clarify what it is you're looking for, and how we can best be
of assistance?

I am actually talking about an online document distribution system
that enables gas customers to login and to download electronic
documents.  We would use email to update the customer that new
documentation is available, but not to deliver the rate case
documentation.

A rate case is a case made by a gas company to increase their rates. 
The rate case documentation must be printed and distributed to all
effected customers and a period of time would transpire for customers
to argue against the rate case and at the end of the process a judge
would normally rule for or against the gas company's rate case.
