Am looking to understand what the risks to a Windows 2000 / XP
computer are when instant messaging is used.

And can instant messaging be disabled on a windows 2000 / xp computer?

I'm wondering if there's a way to disable the user from using any
instant messenging program, such as AOL IM, or any other IM program.

Is there a setting I can configure to block it's use?

First of all, the risks of instant messaging programs are basically
the same. They allow file transfers from strangers to your computer.
However, unless you actually select your options to auto-download this
typically wouldn't be a problem as long as you aborted the file
transfer from a stranger.

If you would like to block certain programs from using the internet
you need a firewall. Basically a firewall monitors, blocks, and
protects internet traffic to and from your computer. There are MANY
popular firewalls to pick from. Different firewalls have different
options, but most have a 'learning' feature that allows you to tell it
what programs can and can't use the internet.

I suggest you do a Google search on "firewalls" and decide which would
best fit your need for functionality and budget.
