I am trying to find studies that examine the year-over-year
performance of the "public Internet" using such parameters as ping
times, packet loss and throughput.  Ideally, I'd like data that goes
back to Arpanet, but if only the last 10 years are available I will
take it.  I am looking for year-over-year trends with reasonably
comparable data sets.
