I'm starting a book swapping service at Georgia Tech, UGA, and as many other schools in Georgia as possible. For my service to work, i need a list of all the books that will be used and by what classes and what professors. According to Georgia law, if a book vendor other than the official campus bookstore wants to provide books for students, the university is obligated to give him the complete list of what books will be used by what professors for what classes, and they are obligated to get him this information as soon as it is in their possesion. I need to know BOTH the exact details of this law And if such a law exist in Alabama, South Carolina, North Carolina, Tennesee, and Florida. Also, as a side note: I will give an additional 20 dollars through paypal to whoever answers this question to my satisfaction if they will give me a 30 minute phone interview so i can ask them about how to become better at finding information online. |

i've been searching Georgia law at http://www.romingerlegal.com/state/georgia.html and have come up with nothing so far |

Okay, here's part of Georgia law that says basically that any book seller cannot refuse to sell to another book seller, based upon the fact that they can then resell it cheaper. (So the Universities can't REFUSE to sell books to you based on the fact that you're going to take away their business) : http://www.state.ga.us/cgi-bin/pub/ocode/ocgsearch?docname=OCode/G/10/1/330&highlight=book|sell The only thing that I can find in Georgia code about University bookstores having to keep lists, is that they must make their lists/fees/other financial info available to the state system: http://www.state.ga.us/cgi-bin/pub/ocode/ocgsearch?docname=OCode/G/50/30/6&highlight=university|book I looked through several of these, and the above two are the only ones I found that had ANY reference to what you're talking about. Just wanted to add, before I forget - I think it might be interesting to you to know that my University (Loyola New Orleans) started an interesting pilot book swap program. When Students finish a semester, instead of selling the books back to the University Bookstore for 1/8 of what they bought it for, they can place it in the bookswap program. They place a "reserve price" on the item (i.e., you can't sell it for under $20) It sits in a room for a few weeks, while other students (who are now taking the class) come in and "bid" on it. All parties win, because the new students bidding get it for substantially less than they could buy it at the bookstore (and they agreed on the price), and the students selling got a reasonable value back. At the end of the period, the students are called back to claim their money or their unsold books. Actually, Rebekah's second link (the one that says University bookstores have to keep lists) refers specifically to the Georgia Institute for Community Business Development of the State of Georgia. http://www.state.ga.us/cgi-bin/pub/ocode/ocgsearch?docname=OCode/G/50/30/2 The above is the link to the statute that establishes the Institute, and if you click "Next", you will view other statutes that regulate various aspects of the Institute's operations. After about four or five clicks on "Next", you come to the statute Rebekah found, and it is still referring to Georgia Institute for Community Business. |

It is cool to see that you are considering doing this. I had a very similar idea for doing this service for colleges in Atlanta with everything online. I never researched the laws to find out that the university must give lists to book vendors. I have a small web service company and have lots of experience putting databases, etc. online.
