I have only fragments of this song first heard on country stations
between 1979-80. "When comes the day I'll stop searching, when comes
the day I'll be free? I see the lights of the fishing boats dancing
over the waves of the sea. ...how many roads to heaven...voyage of
dreams... My sister said she saw the music video of the performer
playing this song on TV around 1983. Possible Roy Orbison-type song?

From the lyrics excerpts you cite, it sounds like the song might be
classified as gospel or "country gospel."   Does that fit with you
your recollection?  Also, any further thoughts you might have about
the lyrics -- especially whether any phrases are repeated --  might be
useful. Any more thoughts about the artist, the time frame,etc., even
if inexact, might help.  This is a toughie.

Nope, not a gospel or strictly country song, but more of a crossover.
Not a big hit, but a great song.
