I'm deciding whether to develop a web app using JSP technology or PHP
and the defining factor for me is whether or not a new process will be
invoked on the server for each user interaction, the main drawback of
CGI programs as I understand. Few PHP docs mention it as a CGI
scripting language although I thought of is as a CGI develpment tool. 
Ok, my wuestion...

1.  Is PHP a tool for writing CGI programs/scripts?  As much detail on
what makes a program "CGI" and CGI performance VS JSP with regards to
dynamic web apps.
