I've doing a bit more scratching around on the Resporgs -- I've had an
interest in them for a while, and this question was the impetus to get
myself a bit more background. As a result, I can offer not one, not
two, but three lists of Resporg contact information.
I hope these lists will get you to the person/information you're
after. But from what I'm seeing though, it sure looks like the actual
ownership information for individual toll-free numbers is treated as
confidential business information, despite the suggestion at several
websites that the Resporgs will freely give out this information.
I usually don't solicit ratings or tips from customers, but since you
offered an additional fee for additional information, please be aware
that you can provide a tip of up to $100, and you can also provide a
rating of up to five stars to indicate your level of satisfaction (or
dissatisfaction...!) with the answer.

There's some good information here on dealing with Resporgs, including

They instruct you to "download the "Feature Group D CIC assignments"
-- this is the 2,000+ file I mentioned earlier -- but you can
actually go right to the database here:

Note that at the very bottom of the list is an option to download the
whole thing into an Excel file.
These appear to be largely contacts to the legal departments at the
various companies listed.
