Where can I find an encrypted or scrambled baby monitor?  I know that
baby monitors operate on 49MHZ, 900MHZ, 2.4GHZ, and 5.8GHZ
frequencies.  I have not found any baby monitor that encrypts or sends
its traffic in a private manor.   I have a 900HMZ cordless phone that
is encrypted.  I know that because it stated that on the box, and when
I tried to listen to with a scanner, the signal was scrambled.  I
would never buy a non-encrypted cordless phone, because I know how
easy it is to listen in using a scanner.  Is there such a thing as an
encrypted or scrambled baby monitor?

You can purchase one on ebay. The item is a Fisher Price Direct Link
baby monitor, and uses scrambling to block listeners. Go to
www.ebay.com and search for "FISHER PRICE DIRECT LINK PRIVACY
MONITOR". You can buy one for $20.00

My guess is most governments don't want citizens to to have encrypted
baby monitors or encrypted cordless phones, so both will be hard to
find except as used items.   Neil
