I have little to no info to go on here, but here goes.

Looking for a dance song that came out in the US around 1986-88.  The
only thing I remember about this song is that the lyrics, or at least
part of hte lyrics, were in Russian.  There was a word that kept
repeating that sounded (phonetically) like strah-BOOCH-nee-ah.  No
idea how to spell anything close to that in Russian...

Anyway, the song was popular at the dance clubs in Northern Louisiana,
Dallas, Houston.

I know it is not much to start with, but I will try to respond to
questions to help with the process.

Without the clip, I cannot authorize this as the absolute answer. 
But, if memory serves, you are absolutely correct.  If you can find

My friend and collegue googlenut was instrumental in identifying the
song. But only one Researcher can post an official Answer. Do you

I have not been able to find your song, but I have a few clues.

First of all, I suspect that the word that is repeated in the song is
the Russian word for "hello," which is pronounced "zdrav-stvooy-tyeh."

I found a newsgroup post in which someone seems to be looking for the same song:

"There was a very popular dance song playing in
all the clubs in the 80's.  I can't remember the
title or band.  The song had very few lyrics.
However I do remember one key phrase they used
several times in the song.  If I wrote the words,
as I remember them, this is what it would look
like.

'Hello, hello, hello, hello, hello Goby, This is
the Whitehouse, Nabushka, Nabushka'  Obviously I
have no idea what those final 2 Russian words are.

The song had a heavy dance beat.  The record was
in a solid red cover (I believe) from my memory
of seeing night club DJ's with it."

I think the song might be "American Soviets," by CCCP. However, I have
not been able to find a copy of "American Soviets" to verify this. I
hope another Researcher will be able to help.

They have a clip of "American Soviets" at Allmusic.com.  You have to
be registered to listen to it. Registration is free.

I couldn't tell if it is the right song by listening to the clip, but
you would probably recognize it.

For "...how good it can be to know the name of the song is!" please
read "...how good it can be to know the name of the song!"

It is odd how unnoticeable a mistake like this can be until it is too
