I have a 2200 square foot, 2 story victorian home built in 1887 and
recently restored. I live in Iowa and need to insulate the attic.
There is already 8" of cellulose in the floor/ceilng. I want to
insulate the peaked roof. I don't have soffit vents. Do I need to
install baffles? Do I need to install faced or unfaced insullation?
How much/what variety should I install?

If you don't have soffit vents, then insulation baffles do not do any
good. If you are going to heat the attic (or cool it) your best bet
would be to use fiberglass insulation with kraft paper facing, making
sure to put the paper to the warm side (meaning to the heated area you
are going to use).
