In New York State, can an individual go to a local police station and
demand to see information about all arrests made in the past
day/week/month? How do newspapers obtain information for their "police
blotter" sections? Can anybody get this information, and, if so, how?

Try a FOIA request or just contact the public relations sergeant/lieutenant.
