The font in question is a commercial font called Phenix American. It is
also sometime referred to as CGPhenixAmerican. From a message group post.

There is a really neat program on the MyFont called WhatTheFont that tries
to figure out fonts for you, and the "Got Milk?" font is an example.

The WhatTheFont program identifies the font as Phenix American. It also
gives some alternative fonts as well.
Phenix American is available for purchase from the Fonts.com web site.

If that is too pricey for you, there is a font named Borzoi which resembles
Phenix American. You can download it from sites such as Sharkshock.
