How much money does the German government (state and federal) spend to
educate foreigners attending schools in Germany - especially at colleges and
universities "Universitaeten, Hochschulen, Fachhochschulen, usw.",
but, if possible, could you also include seperately those foreigners
educated in job re-training centers (funded by the "Arbeitsamt")?

The latest count of the total number of foreign students studying in
Germany I have is 224,000 (done in 2002).  (1)  When you multiply this
number by $10,900 (Euros), (the average amount the government pays
colleges and universities per student per year), you get approximately
$2.5 billion (Euros).  This number then multiplied by four years of
study gives you almost $10 billion (Euros).  (2)  And this does not
include the extra cost of educating foreigners. I've been told that at
least one university of applied sciences ("Fachhochschule") gets four
times more  money to educate a foreigner than it does to educate a
German (purportedly because they need more help). But I've also been
told by someone from the "Kultusministerium" that you can't say it
like that. He didn't deny it. It sounded to me like it was true, but
they put it differently.
