I am trying to find a free SFTP server (SFTPd) for Windows which (a)
keeps its own user database and (b) will allow for giving access to
only specific subdirectories.

(a) and (b) together rule out Cygwin+Openssh.

I think currently there isn't any.

I've looked pretty hard for the last several days, and indeed, there
doesn't seem to be any. Seems like quite a glaring cap, really.
