Are there any alternative email distribution list programs similar to
the open-source Mailman (list.org) software that run on the Windows
server platform?  We're looking for a product that automates
distribution list sign-up, unsubscriptions, permissions, and
archiving.  It would be particularly nice if the software
integrates with Microsoft Exchange Server 2003.

The only similar product I found was SmartDL from imanami.com, but
that product appears to lack provisions for users to unsubscribe
themselves (no client web interface) and doesn't appear to support
appending subject lines with a prefix (such as "[mailing-list] my
subject goes here") as the Mailman product does.

Thanks for the suggestion of running mailman on Windows.  However, I
would prefer not to run cygwin.  It would introduce another layer of
complication on our server.

MS Exchange by itself offers perhaps 70% of what we need: it does have
natively support for distribution lists.  I've identified three main
features that Exchange 2003 lacks that we need:
1.  An approve function (i.e. moderated lists) where a moderator would
approve/reject email from people who are not a member of the
distribution list.
2.  Append the subject line of messages sent to a distribution list. 
For example, if I send an email to list1@mydomain.com, all members of
that list will recieve a message with a subject like "[list1] My
subject text".  This makes it easy for users to setup rules to sort
mail into folders.
3.  Ability for users to unsubscribe themselves from lists without
using Outlook.  Preferably via a web interface.
