both the Bush and Kerry campaigns explained in simple terms,
accompanied by good, non-partisan analysis of the plans. The analysis
should not focus on their political value or how it affects the
election, but rather on the
merits of the plans, the potential effects on various subsets of the
population, and on the economy as a whole. Credible sources only,
