I am looking for current articles or Websites which discuss "best
practices" the web design and programming for Websites which present
large collections of digital images. Any pointers?

It sounds to me like you want to look at Museum/Library resources.

I would start with the Institute of Museum and Library Services
http://www.imls.gov/

There you will find resources for the latest practices as well as
funding sources for image collections and digitizing artifacts such as
the Cornell Department of Preservation and Collection Maintenance
