Laws and regulations regarding opening a radio station vary from place
to place - Where?

In any case, except for the laws, there are logistics. I would think
that such a question, where one has to consider logistics and legal
matters, cannot be answered for the sum that you offered. Maybe you
should reconsider your pricing, or define the question in a way where
your sum would suffice (such as: reference to one or two links
discussing the issue).

The last I heard AM radio stations (daylight hours only) in the USA
can be purchased for far less money than starting from scratch. The
purchaser gets the licence.
 It is likely nesseceary to have a professional offer a bribe, to get
an FM station licences or purchase an existing station at an excessive
price. If you are thinking a very low power neighborhood station, they
were available a few years ago, but I think the FCC has lost interest
in approving any recent requests. The electric bill for a 50,000 watt
(or more) station will stretch the definition of small bussiness. I
think www.fcc.gov will get you the official rules for appling for a
licence.  Neil
