Dear dapokan,
Below are the UK universities that offer full scholarships at the
undergraduate level to international students. Be aware that few such
scholarships are on offer. There is intense competition for them. You
will generally need to contact the admissions office to inquire about
scholarships, and in most cases, you are permitted to apply only after
acceptance to the university.
University of Birmingham
"As a leading teaching and research institution, the University of
Birmingham attracts students of the highest calibre and, in recognition
of the important investment that students are making in their education,
is pleased to offer a range of scholarships to reward outstanding
academic achievement.
"Please note that in most cases the University only awards partial
scholarships and competition for these awards is intense."

University of Cambridge
"The financial support available for overseas students is limited. Few
full scholarships are available at undergraduate level; most support is
a partial contribution to your overall costs and is means-tested.
"The Cambridge Commonwealth Trust and the Cambridge Overseas Trust offer
awards (mostly part cost) to overseas students, including affiliated
students, who have been accepted for admission by a Cambridge college. You
cannot apply for funding through the Trusts until you have applied to
a college and have been offered a place."

Oxford University
"A small number of full or partial Waverley Scholarships will be
available for students of oustanding academic merit and potential who
require financial assistance to enable them to take up their places at
Oxford to read for a first undergraduate degree. Priority will normally
be given to students from economically disadvantaged countries as judged
by per capita GDP."

Among the universities listed at the following address, the above are the
only four that offer full undergraduate scholarships to international
students. Many more offer full graduate scholarships, and almost all
offer partial scholarships, generally in the range of 1000 to 3000 pounds
a year.
