I want to find the artist, lyrics, a way to find a recording of the
song via either a readily available soundtrack or album (or online
stream), and a translation of the lyrics to English involving a remake
in either Hindi or Punjabi of the song Every Breath You Take
originally done by Sting/Police.  I am not looking for one based on
the Puff Daddy/Faith Evans version.

This song I believed was played at the end of an American romantic
comedy (of which title I cannot remember during a wedding reception
scene), and it appears it might have shown up also on an episode of
the NBC reality show, Average Joe.

Based on my own Google searching, it may have been first sung by
Shiamak (Shiamik) Davar.

Going further, hopefully with the information provided, I can find
items like guitar tabs, keyboard notes, and other information in my
personal quest.
