Is the film 'Minshu no teki' (1946) directed by Tadashi Imai based on
the Ibsen play 'An Enemey of the People' and, if so, where can I obtain a copy
with English subtitles?

I do not know if Imai's film is based on Ibsen's play or not.

However, there are currently no results when using as search terms 
the Kanji for Imai Tadashi (???), "Minshu no teki" (????), 
and the Kana for Ibsen (???? OR ????):
