Can a person obtain a new drivers license by obtaining residency in a
different state then the one in which their license was revoked (ie.
revoked in Illinois)? In other words are there any states that would
ignore the Illinois revokation of a DL and issues a new one if
residency in that state was obtained?

Hi vanguardian,

You will need to reinstate your driver's license in Illinois before
applying for a license in a different state. There are no states that
would ignore the Illinois revocation of a driver's license and issue a
new one if residency in that state was obtained.

I began my research by searching for the separate state driving laws.
After finding they are in agreement regarding this issue, which more
or less states the following, I then located information regarding the
Driver License Compact:

"If your driver license is revoked or suspended in another state but
you have not been convicted of anything that requires mandatory
suspension or revocation in Wisconsin you must contact the state(s) in
which you have had your driver license suspended or revoked, and
reinstate your driver license in that state(s). You may then apply for
a Wisconsin driver license."

If I get a ticket in another state, will it affect my driver's license?

"Forty-five states belong to an agreement called the "Driver's License
Compact."(The only states that don't belong are Georgia,
Massachusetts, Michigan, Tennessee and Wisconsin.) When you get a
ticket in one of these states, the department of motor vehicles will
relay the information to your state -- and the violation will add
points to your driving record as if the ticket had been given at
home."

I then checked the five states mentioned above and found they too will
not allow you to apply for a driver's license until you have
reinstated your previous license. You can find this information on
their respective Department of Transportation websites.


What is the Driver License Compact (DLC)?
"The DLC is a compact among 46 member states to maximize law
enforcement efforts nationwide. The major provisions of the DLC, which
member states are committed to uphold and enforce, are:

*The "one driver license" concept, which requires the surrender of an
out-of-state driver's license when application for a new license is
made;
*The "one driver record" concept, which requires that a complete
driver record be maintained in the driver's state of residence to
determine driving eligibility in the home state, as well as for the
nonresidence operator's privilege in other jurisdictions;
*Reporting of all traffic convictions and license
suspensions/revocations of out-of-state drivers to the home state
licensing agency, as well as other appropriate information; and
*The assurance of uniform and predictable treatment of drivers by
treating offenses committed in other states as though they have been
committed in the home state."
