Good question. I looked this up in the Utah state Legislature
Searchable Infobase. I believe it is illegal because in 76-10-1104 it
states a person is guilty of gambling promotion if he derives or
intends to derive an economic benefit other than personal winnings
from gambling and he induces or aids another to engage in gambling.
gambling promotion is a class B misemeanor.

76-10-1105 is about possessing a gambling device.

a gambling device is defined as anything specifically designed for use
in gambling or used primarily for gambling. Since poker chips are
primarily made for gambling, I guess it's illegal.
