Is a primary care physician able to perform echo with doppler and
color in the office, then bill globally.  May he pay a cardiologist to
interpret the testing. is the cardiologist obligated to read the tests
in the office suite of the primary care doctor?  can the cardiologist
be paid per test as long as the reading is done at the p.c.p. office? 
does the claim form need to indicate that the test interpretation was
purchased?

I am not looking for a million links to technical stark and other
regulations. i am looking for someone to personally achieve an
understanding of the answers then provide very specific links to the
above answers.
