There are several approaches to this, from phoning the number, to
searching on the web, to reverse directories, to commercial services
that will hunt it down for you.

At the price you've offered, a researcher could give you a broad
overview of these techniques, along with a few good links.  They may
just do the trick!  However, there's certainly no guarantee that any
of them would ultimately provide you the name and address you're
seeking -- some things are just harder to come by than others.

Or just use Google  in the search box type 505-555-5555 <--- being the
telephone number that you are looking for. Public records are now on
the net for many states and this is a great source of information now.
