admission price, which specialize or have strong programs in

I assume that by "admission price" you'd mean tuition fees. These
could vary (within a programme) between resident and non-resident
students; grant receivers and non-grant receivers; minorities and
non-minority students. Therefore, it would be impossible to fidn such
reliable ranking.

Much would depend on whether you are wanting a gardening program for
commercial or career use or whether for personal use (which could be
combined with career use)
Most state universities offer "master gardening" programs as part of
the university extention. I have been through one of them in Ohio.
Would such a program be of interest or are you looking for an actual
'degree' in horticulture and landscape design?

Yes I mean tuition fees. The student in question is a resident of New
York state, non minority, and unclear if she will recieve a grant. I'd
like a ranking of top colleges who have strong programs in
gardening/horticulture/landscaping (that general field).
Yes I'd like rankings based on quality (and if possible next to each
one a average tution cost).Also if possible do you know how SUNY
Cobleskill ranks in this field.

I am sorry, but if you still want an analysis of the expected tuition
fees, I'm afraid that I would not be able to answer your question: I
am not aware of such analysis, and I would not be able to preform that
for the sum that you offer, which is usually associated with giving an
answer which consists of a link or two.
