A 2-parter:  Can one who uses AOL block incoming email without the
sender realizing this is happening? and how does the AOL person know
if blocked email has arrived?

If the AOL member puts a block on another's email address, the sender
will be unaware that their email has been blocked, unless they too are
an AOL member. If the sender is also an AOL member, then they will
receive a message saying:
   
"This member is currently not accepting email from your account. Your
email has not been sent. Please correct the problems listed and try
again."
  
The AOL member can, however, arrange to have the sender's emails go
into a "Spam Folder". By doing so, they will then know that the
blocked email has arrived. This can be done by going to AOL keyword
SPAM CONTROLS.

Are you asking whether there is a way to make sure an email is
delivered to the AOL member's Inbox even though they have blocked the
sender's email?

It depends what kind of block they have put.
  
If they have set it so that only emails from AOL members can be
received, then emails from other service providers will be blocked, in
which case you would need to get an AOL account in order to get round
this.
     
If they have set it so that they can only receive emails from people
they know, and your AOL screen name is not on their "Buddy List", then
your emails will not get through even you change screen name.
    
If they have set it so that all email is blocked from all senders,
then your email and everyone else's will not get through. There is no
way round this.
   
If they have put your email address on their "Custom Sender List", and
have set it so that all mail sent from your email address be blocked,
then there is no way round this unless you change your email address
or your AOL screen name (as crythias-ga suggested).
    
AOL members also have the choice of blocking addresses from specific
domains (e.g. hotmail.com). If they have set it so that all emails
from a specific domain be blocked, then you would need to change your
email so that it comes from another domain that is not blocked.
    
If they have set it so that all emails containing pictures files or
files be blocked, then any emails sent containing pictures or files
will not be delivered, even if you change your email address or AOL
screen name.
