I am writing a 25-page research paper for a graduate course in
political science called latin politics.  The paper is due the first
week of December.  I wanted to get your help so my time could be spent
on researching in the university library.  We can use results in other
languages that can be translated by Google.

My question is: With respect to the HIV/AIDS epidemic in Brazil, what
particular public policy initiatives have evolved in the last decade
for prevention and treatment?  In answering this question, you will
want to look at clientalism, patronage, relations between national
legislators and subnational governors and mayors, political parties,
presidentalism, pork barrel allotments, nongovernmental organizations
(NGOs), laws, and court decisions. I am trying to uncover any
differences in how treatment is handled in comparison with prevention.

Definitions: Presidentalim-the president is popularly elected and the
terms of office of both president and assembly are fixed.  How the
president and deputies coalesce determines the legislation and
allocation of policy and resources at the subnational level. 
Clientalism-the exchange of goods and services for votes, usually
within the poorer citizenry.  This practice shows how politics
intermingles with their daily lives.

Your search will turn up a lot of information on the social and
economic ramifications of the horrendous HIV/AIDS epidemic in Brazil. 
I will touch on this in my paper.  However, my emphasis is upon the
political arena.  This polity encompasses the laws, regulations, court
decisions, and public policies at the federal, state, and municipal
levels of government.  We also want to look at the ideology.  You will
find a huge amount of pork barrel politics because Brazil has a
fragmented party system.

yes, excellent request.  I'm developing a thesis that treatment and
prevention are handled differently.  In Brazil, I am trying to
discover the who, where, why, and how of it.  You do not need to
provide the answer to the question.  The resources is what I am after.
 Professors like primary research although I know the internet is full
of secondary information.  In other words, they prefer a scholarly
journal article to the frontline story in the main Brazilian
newspaper.  However, secondary information can lead to primary
information and secondary information is good for interesting
footnotes.  There may be some primary information published by
official departments, ministries and agencies in Brazil.  These will
probably be in Portugease, but google will translate to English.  I
hope this helps.

The article you cited was printed by me.  It is a good reference.  I
need between 10-15.  If possible, it saves me time if the reference is
in full text online.  However, if it is not from an obscure source,
then I may be able to obtain it from the University of Houston or Rice
University libraries.  I will not have time to order it from out of
town libraries.
